Adding update_deployment command #85
Description
In #72 we added the ability to create custom deployments and in #83 we're adding the ability to scale deployments. However, if a user wants to update a deployment's other configs, we don't have a method to do that right now. We should add the ability to do this (will probably look similar to create custom deployments with a new tool "update_deployment").
