This is reproducible by checking out 1c12216b and running the fix-lock-files command.

I can still reproduce the issue with the latest build of fslabscli.

Not sure how to provide a better repro. I simply checkout 1c12216b and run fix-lock-files --check; it produces a diff and exits with successful exit code 0.
