Can Dynamips be used with newer GPL licenses? #135

The license suggests it could be used with later versions of the GPL: https://github.com/GNS3/dynamips/blob/master/COPYING#L282-L310

There aren't any references to this in the source code though, so it's not clear if the license is only GPLv2 or also any later version.
