v1.20250417: Bringing SOT into the workflow

This release brings the new internal table design into the submission workflow. We still have the SAC in place, but now the SOT table is live and wired in.

Unit tests, E2E, and manual testing confirm that submissions continue to behave as expected. We do not anticipate any service impact from this change. This is completion of Phase 1 of the SOT migration.
