Button not visible in TOC toolbar

Some tools are not visible on the TOC toolbar for a layer; they become available only after saving the map.

Expected Behavior

Select the layer on the TOC
→ Edit Style and Show Info buttons are visible

Actual Behavior

Select the layer on the TOC
→ Edit Style and Show Info buttons are not visible

Steps to Reproduce the Problem

1. Open a new map
2. Add a layer
3. Select the layer on the TOC
