Automated Documentation with Sphinx/Read The Docs

Following feedback from the JOSS editor on our resubmission, we need to create proper documentation that meets JOSS requirements. Currently, we only have a README.md which is insufficient for describing the software interface.

Create an automated documentation interface with Sphinx or Read The Docs.

This is in progress, with a working website currently being built here: https://smpy-docs.readthedocs.io/en/latest/overview.html

Tutorials and Installation guides are coming soon, while automated API Reference via Sphinx has already been integrated. :)
