Create an API that Eliza plugin can use

We need to create an endpoint that Eliza can use, that basically puts the information we have available from thie neo4j knowledge base into an API.

@aminlatifi can you add extra context to this issue so that @RamRamez can complete it this week? He mentioned having about 2 days to work on this

We must create an API (REST) which accepts requests in the format we will define (i.e. request message, required fields) and returns the response as the user expected.
It's better this REST API be protected with some key/credentials and we measure how much each key has been used.
