Behavior description
Yagna Providers on testnet are re-publishing Offers each 1h. Sometimes the error is encountered during publishing.
In this case it affected 2 Providers. In general it was in period of time when whole network was down for a few different reasons described in issue.

Steps to reproduce the behaviour
Running yagna Providers for longer period of time caused this. But I have seen this error only once on those 2 Providers so it is rather rare situation and non-deterministic.
