Status of various reviews does not offer "No issues found", only "Issues addressed" #4464

Describe the bug
For the security review and privacy review fields, the options are "Pending", "Issues open", "Issues addressed" and "Not applicable". It feels weird having to pick "Issues addressed" when the review did not find any issues. Maybe rename it to "Issues addressed or no issues found"?

To Reproduce
Steps to reproduce the behavior:

  1. Go to https://chromestatus.com/guide/editall/6495400321351680
  2. Click on the dropdown for "Security review status" or "Privacy review status"

Expected behavior
Should have a way to indicate that there were no issues

Add any other context about the problem here.
