Add ot_requests sections with approved, but not started trials

Is your feature request related to a problem? Please describe.
Given that the OT automation is new, feature authors may be confused about the steps to activate their trial after API owners approval. I regularly see a delay of days between feature approval and trial creations or extension.

Describe the solution you'd like
Adding 2 new sections to ot_requests for trial creations and extensions that are approved but not requested yet, should let us monitor the situation and also be prepared to handle any integration glitches if they were to appear.
