[API] Implement CRUD Endpoints for Subscriptions

Implement the POST, GET, PATCH, and DELETE endpoints for /v1/users/me/subscriptions/saved-searches. The spanneradapters layer will be updated to handle the new database interactions for creating, updating, and deleting SavedSearchSubscription rows.
