Can we use filter with NOT operator ?

I am trying to use terraformer for all the resources which are not having a specific tag. Has anyone tried anything like the below to find resources that are not tagged

terraformer import aws --path-pattern {output}/{provider}/ --connect=false --resources=s3 --filter="Name!=tags.terraformer-exempt"
--regions=us-east-1

terraformer import aws --path-pattern {output}/{provider}/ --connect=false --resources=s3 --filter!="Name=tags.terraformer-exempt"
--regions=us-east-1
