Okta connection issue

Hi,

within Terraform I am using a .PEM for authorize instead of an API token.

So how can I get terrafomer to work with .PEM instead of API token?
Do I have to switch to API token in Terraform and the Okta OAuth App as well (would like to avoid this as .pem is the recommended way for api services).
