Image map panning and zooming broken on ios safari

We're apparently not out of the woods yet! The image map refuses to be zoomed or panned on mobile. Perhaps @SheepTester can help with this one.

This issue seems to be localized within iPhone 6. For whatever reason that version of iOS doesn't appear to respect touch-action; unsure what a fix might look like (or if we should attempt a fix anyways, given that most Gunn students probably have at least a 6S)

The alternative would be to set a non-passive touch event listener to preventDefault the touches
