add filter for Inspire ID

It would be useful to filter within a particular publication (referred to by Inspire ID) or within a limited number of publications (referred to by multiple Inspire IDs).

It would also be useful to exclude a particular publication: could a logical NOT operation be added to the filter?

For integration within the main HEPData site, there could be a link on each record that starts the Explore interface with the corresponding Inspire ID filter already applied.

Adding a Inspire Record filter is easy.

Adding a None filter is definitively possible. The complementary filter algorithm should be reviewed though.
