add contract-level attributes to the BL backend endpoint

Goals

• When doing a GET on a BL, the owning contract's derived attributes of new or continuing and applied or evaluative research (based on research type) is returned as part of the BL as well.

Prerequisites

• Research Types on contract level in the backend #3587 and New vs. continuing contract #3588 must be done first

Tasks

• Retrieve new vs. continuing from the parent contract
• Retrieve applied vs. evaluative from the parent contract
• add to the BL endpoint
