Different Mesh Subheadings in XML downloadable data

Can someone help me to find the logic why in NCBI mesh page for subheading are not similar in the downloadable XML in desc2022.xml

Example: Mesh (HEART) https://www.ncbi.nlm.nih.gov/mesh/68006321 / https://meshb.nlm.nih.gov/record/ui?ui=D006321
Mesh (FUNGI) https://www.ncbi.nlm.nih.gov/mesh/68005658 here have 43 subheadings while the qualifiers same in XML https://meshb.nlm.nih.gov/record/ui?ui=D005658 only 15 item
