This epic serves to document unknowns, policy/regulation questions, and possible research needs that arise.

Please make each item a task under this epic. If there are discussions in Slack or other documentation, please link to them from the task. As issues get responses or grow into scoped chunks of work, they might be moved from this "catch-all" Deliverable to an existing deliverable/epic or updated to be an epic itself.
