Delivery Dashboard: display all data for each deliverable irrespective of quad boundaries

Summary

Stakeholder feedback:

• Dislike quad orientation in dashboard because deliverables cross quad boundaries. It feels futile to organize that way. Less interested in quad burndown and more interested to see deliverable burndowns irrespective of quad boundaries.
• Some deliverables do not fit inside the boundaries of a quad, e.g. start in quad 1 but carry into quad 2, and it is hard to see their progress with the quad-orientation of the dashboard. Cannot get insight into where we are with current dashboard because burndown doesn’t show progress prior to quad 2.
• Burndown should look like “snake swallowing elephant”, but we cannot currently see that shape with the quad cutoff.
• Would like to see when each deliverable is moved into in-progress status

• Dashboard displays all data for each active deliverable irrespective of quad boundary
• Dashboard displays when each deliverable moves to in-progress status
