Summary

Agency data will be indexed and available via the API after #4152 and #4153. This ticket is to think through UX improvements we can make once that's live, e.g. if the user types "Department of Justice" into the main search box, interpret that as "user wants to filter for grants from the DOJ, figure out a nice way to suggest that to them".

Acceptance criteria

  • UX exploration done, any needed follow-up design or implementation tickets made
