[Example] Pennsylvania CommonGrants API

Summary

Create an example CommonGrants API for Pennsylvania grants using the updated FastAPI template (#147).

Acceptance criteria

• The example API uses the FastAPI template
• The CommonGrants API has at least 3 custom fields from the PA opportunity model
• When changes are made to this example a CI check runs that triggers cg check spec on the APIs specification.
