app ID returns empty and failed to get scopes for Huawei Health Kit

i run the code await ConsentsController.getAppId(); and it returns empty string so i cant use the appId string inside this method await ConsentsController.getScopes('en-MY',appId);.

The only way for me to get scope is by putting the manual string of appId from agconnectServices.json files. I already read the configuration for multiple flavor which is from here huawei supporting multiple channels for android and right now my agconnectServices.json is on module level just like the picture below
