Setting a reminder on Android shows a different time on iOS

set to 10:17 AM on android and iOS is showing 3:17 AM. 

the issue is one of the platforms reads the time with your local time zone, and the other without. so that causes the discrepancy.

we need to look into how the platforms store times, to see if we can get some info out of that to unify both of them
