Allow .PGM to be created from RPGLE or SQLRPGLE without the .PGM.RPGLE or .PGM.SQLRPGLE

This will mean that the Compile functionality is not guaranteed to work
But it will simplify build without requiring this additional rename.

FYI Log file naming convention would need to be altered as it is based on the source file with its extensions.

i.e. the log file for FOO.RPGLE being built using RPGLE_TO_MODULE would be FOO_RPGLE.SPLF
But if we have FOO.RPGLE being built using RPGLE_TO_PGM, the log file would also be FOO_RPGLE.SPLF, overwriting the previous one.

I am thinking of two solutions.

One is for only the RPGLE_TO_PGM and SQLRPGLE_TO_PGM recipes to have the generated logfile be
FOO_RPGLE_TO_PGM.splf , FOO_SQLRPGLE_TO_PGM.splf, by appending the _TO_PGM in their recipes.

Or, update all recipes to include the source extension and target extension. Thus FOO.RPGLE being built using RPGLE_TO_MODULE would have the logfile be FOO_RPGLE_MODULE.splf and it being built using RPGLE_TO_PGM would be FOO_RPGLE_PGM.splf
