Remove source parsing for TEXT

TEXT attribute to come from Rules.mk

@irfanshar @edmundreinhardt I can understand that rules.mk can provide the TEXT attribute, but why remove it from source parsing?

We are moving to Rules.mk because parsing the file is a big performance hit and slows down the build too much.

Do you disagree with this priority?

No particular disagreement, but I can see the value of having the text description in the source.
I assume the control keywords for text still will be honored? Like ctl-opt text(), dclprcopt text(), cmd 'text' text(*cmdpmt)
