Add NIST artifacts from the FIPS 140-3 test system

Dilithium is already supported from official NIST test system

Some artifacts could be generated with this implementation and added into the hackathon repository. That would give a baseline to test the interoperable implementations against.

So question here is, if/how we can generate X509 certificates using the ACVTS, whether by:

• Submitting to one of the ACVTS instances -- https://csrc.nist.rip/Projects/cryptographic-algorithm-validation-program/how-to-access-acvts
• Build a local instance

Happy to spend the weekend (IETF 120 Hackathon) looking into this.

We are still looking forward to having ACVT automated tests. This is still a very much needed item.
