Complete editions

Several standards have separate packages for amendments and corrigendum, where the specific packages contain only the changes.
For example, ISO 19115-1 and -2, and ISO 19111.

For ISO 19115, we have created separate "Complete"-packages in the HM.
For ISO 19111, the "Ammendment" package is complete.
Other approaches exists as well.

We need to agree on a standard approach for complete packages.
