Whisperer service integration!

Hi,

I propose integrating a new service, "Whisperer," into our existing boilerplate. The Whisperer app will serve as a centralized notification control center, capable of handling various types of notifications. The features will include:

Email notifications via Google (SMTP)
Email notifications through Mailchimp
In-app notifications utilizing Django notifications
Push notifications leveraging Firebase
This addition will enhance our system's notification capabilities and provide a seamless user experience.
