[PH-12] Allow group user to view specific dashboard in Grafana #734

Path
- User portal → Grafana (Expected path)
Result
- If a grafana dashboard is integrated with PrimeHub, system admin can access it from the
Admin portal. - Now, we want normal group user can access Grafana dashboard through
User Portal. - Normal group user can view the designated dashboard set by system admin to monitor the status of certain categories.
- The dashboard which can be viewed by a normal user is limited and assigned by the system admin.
