MAVLink Header FIle Error

Hi I've been trying to setup boat simulation. But when I try to build sitl_gazebo I got the error that I gave below in several times.

fatal error: development/mavlink.h: No such file or directory
 #include <development/mavlink.h>

Is there any solution for this issue?
