Add py-matplotlib and py-cartopy to jedi-neptune-env

`py-cartopy` and `py-matplotlib` are already available in the unified and NEPTUNE environments, but they are not loaded automatically as part of  `jedi-neptune-env`

Add `py-cartopy` and `py-matplotlib` to `jedi-neptune-env`
