Lower FSharp.Core dependency version from 9.0.100 to 8.0.100 or lower #3981
Description
The current version is a bit aggressive and has for example prevented me from upgrading Marten as i am still using .NET 8.
I've been meaning to send a PR for this myself for quite a while but I've been under water lately, with little appetite and ability to get into package upgrades disruptions (independently from Marten). And since I'm not running latest, this kind of thing has a higher barrier to entry than usual for me, vicious circle.
Now that Wolverine no longer has a direct dependency on F#, this task should be much easier as there is no longer the need to update both packages at the same time.
