Publishing/Sending inside ef core transaction without flushing the messages

Is there any way to use the IMessageBus (with outbox support) with BeginTransaction like this example ?

        await using IDbContextTransaction transaction = await dbContext.Database.BeginTransactionAsync();
        
        for (List<User> users in GetNextUsersBatch())
        {
            dbContext.Users.AddRange(users);
            for (var user in users)
            {
                await bus.SendAsync(new UserCreated(user));
            }
            await dbContext.SaveChangesAsync(); // no need to flush the messages
        }
        
        await transaction.CommitAsync();

Is this possible outside the handlers?
