Test Management Scenario - adding Test Suite does not instantiate the child Test Cases

When adding a Test Suite to a Test Run through the "Execution" Issue Link Type only the Test Suite has a Test Case Execution added in its place instead of the child Test Cases being turned in to Test Case Executions.
