Add support for Arrow types

I want to use pyo3-stub-gen to generate stubs for the [Vortex] python bindings, but I ran into an issue where some functions return types from Arrow, I'm still trying to figure out what's the way to do that but it seems like you already have built-in numpy implementation of PyStubType, would you accept a PR with a similar module but just for arrow types?
