Accessing "Notifications preferences" before joining a colony shows misleading UI #4208

Steps to reproduce

Connect a completely fresh wallet where you have not joined any colonies
Navigate to the preferences tab of the manage account page

Expected behaviour

@arrenv to confirm

Suggestion: The notifications preferences should say "Notifications are disabled until you have joined a colony"

Actual behaviour

The "Notifications are disabled. You can enable services in your advanced settings." error is displayed, but if you navigate to "Advanced settings" then notifications appear as though they are disabled.
