cool timer and fixed timer lua functions

if you dont want to use runHaxeCode("CoolUtil.formatTime("..musicTime..", "..precision..")") for... whatever reason, this is basically a lua recreation of that. and cool thing is this works on every fork of psych, and any other engine that uses lua (up to the 25 minute limit), and practically any other lua application:
