parsing csv row with embedded quote without enclosing quotes

My csv editor (wps) saved a csv file that had a field with an embedded quote- since the field did not have any embedded commas, it did not enclose the field in quotes. Reading more on this, this is apparently a valid csv format- the exception would be if the embedded quote is at the end of the field value (ie, followed immediately by a comma), and then would need to have enclosing quotes and double quote the embedded one.

CsvHelper seemed to not handle these fields, and would return a bunch of empty value rows after it encountered one of these values.
