Use DocumenterCitations in the docs

Plenty of places of the docs have or need citations to the original source of various algorithms. This would be made easier to handle if we start incorporating DocumenterCitations.

Check out the package https://github.com/JuliaDocs/DocumenterCitations.jl

The package QuantumClifford.jl is one I work on and I use DocumenterCitations in its documentation. Check its docs folder for the make.jl config and for the .bib file with citations.

I suspect this might be a bit of a can of worms because some dependencies of DocumenterCitations are stuck on an old version of their dependencies so merging your contributions probably would not happen until that dependency issue is resolved: Humans-of-Julia/Bibliography.jl#66

Nonetheless, please feel free to start with setting this up. You might need to temporarily change the compat bound for DataStructures in the Project.toml file to make Graphs.jl compatible.

Anyway, the first steps would be to add DocumenterCitations to the docs/make.jl and then to add a bibtex file. Then you can start tracking down places in the docs where a citation to a known academic paper is made and converting it to a @cite annotation.
