Bug: PR opened to add older version to existing compat

I just added a "1.6" bound to the compat for Artifacts in a package, and CompatHelper the next day opened a PR to change the bound to "1.6, 1", which seems like a bug: https://github.com/arviz-devs/ArviZExampleData.jl/pull/19
