Unable to find `apm` script on Windows 10

I am trying to update my Juno installation on Windows 10 following the instructions here:

Unfortunately, `apm` does not appear on my path, and I can't seem to find the correct path containing the script. I think it'd be helpful to add something like a link to the Atom docs that describe how to add it to path.
