Make (early?) regolith drills require crew #187

Inspired by the documents mentioned here, the concept of lunar regolith as shielding for a long-term lunar hab has existed since Apollo, if not earlier. However, the documents appear to show astronaut operated cranes and backhoes being used for this process, unsurprising since automation and remote control technology of the 70s was probably inadequate to perform this process remotely.
I'm pretty sure Kerbalism lets you require an engineer for a process to function, that requirement should be set for early regolith -> shielding processes.
