Description of the Issue

A Belgium that has gone down the Verdinaso path should retain those claims when released. Maybe this has something to do with the Verdinaso foci being reversed?

Steps to Reproduce

1. Set Belgium game rule to Verdinaso
2. Have Belgium be released later
3. Claims in France vanish.
