Setup Clarity Device repo

I think, the best contents of Clarity-Device repo is monorepo that contains packages, each packages is an "plugin", for example if the IoT device that we use to collect data is an MQ-135 sensors, so we need to create a sparate plugin to support that, the package maybe look like this: "Clarity-Device-Plugin-MQ-135".
