Remove Encoding part

With the new official Sass compilator (Dart Sass), the default charset is "UTF-8" and it is automatically added as first instruction of compiled CSS so it's no more required to specify this encoding in Sass part.

The paragraph about "Encoding" can be safely removed from guidelines.
