Problem Statement

Cruise Control is outdated.

Proposed Solution

Create a new image the same way banzaicloud did it here https://github.com/banzaicloud/docker-cruise-control which is then based in https://github.com/solsson/dockerfiles/tree/master/cruise-control and add it to the manifest

Additional Context

It got in the last version features that can be useful as the disk "deletion", which can in turn make in the future allow koperator to remove disks from brokers.
