Make annotations optionally mandatory

Currently, when an archive does not exist although it is supported to be processed, the system does not inform the user that the annotation is missing. A command line flag, supported multiple times, should throw an error at least when a mandatory annotation is missing.
E.g. ```--mandatory-anno=Mate#Morpho``` should warn, if no Morpho Layer in a Mate foundry is found.
