[Bug]: KryptonForm cannot be resized by dragging upper corners

Describe the bug
I recently tried to update from 90.24.8.232-alpha to 100.25.9.272-alpha and noticed that I now cannot resize my form anymore by dragging the upper left/right corners or upper edge. All other edges and corners still work

To Reproduce
Steps to reproduce the behavior:

1. Start Standard-Toolkit-Demos KryptonForm Examples
2. Change StateCommono.Border.Draw to Inherit
3. Use upper right corner to resize window
4. Update to latest canary
5. Upper right corner cannot used to resize window anymore

Expected behavior
Resizing the form window should work on all edges and corners
