[BUG] cv_examples.pdf and probably other PDFs have broken references ("??" instead of number)

Current Behavior:

The file "CV_examples.pdf" as publish on the release page has broken references. You finde "see §??", where "??" should be the number of the section that is referenced.

Expected Behavior:

The PDF documents should have correct internal references.

Environment:

• SUNDIALS version: 7.1.1

Anything else:

This is a typical latex issue. usually, a second latex run fixes this issue Probably the build process for the PDFs needs to be fixed.

These are fixed on this branch, and a PR will soon be opened. CC @gardner48 .

The updates in that branch will not address the broken references. The broken references arise from cross-references between the user guides and the documentation for the examples. After migrating the user guides to Sphinx the original latex cross-references not longer work.
