Double-clicking russian-named mmpz file doesn't open it in Windows Explorer

Double-clicking https://lmms.io/lsp/?action=show&file=15335 or https://lmms.io/lsp/?action=show&file=15325 doesn't open in LMMS.

I can open them using the file/open menu.

Renaming the file to "x.mmpz" or even "().mmpz" solves it as well.

It's related to Windows' character handling. To handle any command-line arguments which can't be represented in the local code page, one needs Windows API functions like CommandLineToArgvW(). It means the standard argv is not enough on Windows.
Fortunately, QString supports the Windows' wide character encoding. It means we can fix the bug without introducing many changes.
